I was thinking of eventually nine or more individual character pieces
(approximately 8 feet tall by 4 feet around at the base). The number of pieces
could be added as funds
and time were made available. (i.e. start out with six
pieces and add to them over a period of time).

The number of squares would depend on the site, but no more than a
standard number of checks on a chess board. The board would not be square,
and therefore could fit the
  site it was laid out in. I was thinking the squares
could be made out of grass.

The pieces would be out of concrete, fiberglass or carved wood, or a
combination of different materials, (i.e. mosaic tiles, etc.) and would be
permanently fixed to their
square. These would provide the most cost
effective, and durable materials for outdoor purposes.

Depending on the materials used, Cost for each figure would be between
$3-6 thousand, including design, fabrication and installation. (Fiberglass
might be slightly cheaper).

I did two of the 6' tall fiberglass teddy bears for Kansas City's Bear parade
this year. Fabrication costs ran about $1000 for each bear (they did
around 150 -175 bears), and
each artist was paid $1000 to design and paint
the blanks. This did not include installation.
