COOPER COUNTY SNOW & ICE REMOVAL POLICY
Cooper County’s Snow & Ice Removal Policy is established to provide guidelines to the public, in order to ensure consistent practices for removal of snow and ice.
It is the goal of the Road & Bridge Department to have all routes passable when reasonably possible, after snowfall has stopped.
The decision to plow or sand will be a joint decision between the County Commission and the Road and Bridge Supervisor based on the following guidelines.
1. Accumulation of 4” of snow or more.
2. Drifting of snow, which seriously affects travel.
3. Icy condition, that seriously affects travel.
A. Priority will be placed on safety of employees and equipment above need to clear any road of snow or ice.
B. Cooper County does not assure a completely bare road and will not sand/salt entire sections of roadways.
C. On gravel roads sanding will only be done at problem locations such as hills, curves, intersections and bridges as resources permit.
D. Cooper County uses sand with a salt mixture. Cinders are no longer available.
E. Mailboxes damaged during snow removal by force or placement of plowed snow or ice will not be repaired or replaced by the County.
F. All county roads are to remain free of parked vehicles, or machinery, or other objects so as not to impede snow removal operations.
It is primarily the decision of the Road & Bridge Department to decide which development is plowed first: This decision is based on overall knowledge of the area, most efficient route, time management, and any known hazards with the area.
B. Cu-de-sacs in a housing development are not considered thru
ways to the majority of motorist. Such areas with numerous driveways create great difficulty when removing snow. Be advised some snow will be placed into driveways:
C. All roadways within County subdivisions must be free of parked vehicles or other obstructions.
Cooper County Road & Bridge Department maintains an emergency salt/sand truck to assist ambulance and fire emergency crews during time of snow/freezing weather. Cooper County 911 dispatches this truck. Expect response time to be delayed on weekend, holidays, and after hours.
