The residence was built for Bill and Ellen Shephard of the Shephard Mercantile Company in 1904.  On the exterior, the structure has a two-story chamfered bay on the northwest.  On the northeast is a one-story porch with a pediment and turned posts.  Frame steps with an iron railing lead to a second story apartment entrance at the northwest corner.  On the southwest corner is a one-story porch, and on the southeast is an enclosed porch and basement entrance.  Bulls’ eye medallion remain along the raking cornices.  There is a 3-car brick tile garage on the southwest corner of the lot which is shared with 708 E. High.  It has a gable roof and access from the alley to the south.
